Viceroys are avatars who rule semi-autonomous provinces of the Empire of Metamor. Unlike other avatars in Kyia's government, the viceroys came to power independently before the Empire had reached its current size.
Majestrix Kyia offered these rulers the opportunity to join the Empire and keep most of their control while gaining the benefits of being part of a political, military and economic superpower. Metamor would assist the viceroys in defending themselves against attack, particularly by ambitious humans who might wish to usurp their places in the pantheon.
In exchange, Kyia asked for three conditions: guaranteed fundamental rights for all mortals, unrestricted free trade with the rest of the Empire, and freedom of travel for all Imperial citizens.
