I haven't established much about it. Basically, it means that the teep is stealing from another person's life force through draining off their emotions, and using that energy to restore his/her own psi reserves (the "chi", if you will). The Nightmare in Troubled Minds had this ability and used it as its primary method of feeding. It is possible for a powerful human teep to do this, too, but it's considered reprehensible by all sane telepaths.
